![]() Currently, Captain Smith is the Assistant Facility Commander of the Knox County Jail.Ĭaptain David Sparkes began his career with the Knox County Sheriff’s Office in 2010, where he worked as a Housing Officer at the Roger D. In February 2022, Josh was promoted to Captain and was assigned as an interim Assistant Commander of the Roger. For six years, Captain Smith served as the Security Director, while helping create and supervise the Corrections K-9 unit. He continued this assignment for two years, until he was named Facility Security Director in 2016. In 2014, Josh was promoted to Lieutenant and assigned to Shift Commander at the Detention Facility. While assigned there, he was named the PREA manager for both the Knox County Jail and the Knox County Work Release Center. After the Knox County Jail successfully passed the CORE and PREA audits, Josh was promoted to Sergeant and moved full-time into the Accreditation Department at the Detention Facility. ![]() During this time, he accepted additional duties, which included putting together the first ever CORE audit for KCJ, along with designing and implementing PREA for all KCSO correctional facilities. In 2011, Captain Smith was reassigned to the Knox County Jail as an assistant shift commander. For the next three years, Josh served as an assistant building supervisor for various housing areas, including the maximum-security unit. Upon completing his objectives, Captain Smith was moved to a frontline supervisory position. There, he was tasked with modernizing all training materials, while creating leadership programs for staff. In 2008, Captain Smith was promoted to the rank of Corporal and recruited to the Corrections Training Division. For the next two years, Josh would have the opportunity to move between different “housing” areas until he was reassigned to the Knox County Jail. Wilson Detention Facility as a direct-supervision officer. Upon its completion, he was assigned to the Roger D. Obtaining her rank of Captain in 2017, Chief Cox was assigned as PREA Coordinator, Accreditation Coordinator, Director over Grievance/Disciplinary, Fire/Safety/Sanitation, Commissary, Custodial, Kitchen (s), and Money Clerk. in 2014 and shortly followed up by a promotion to Lieutenant in 2016 where she worked as Shift Commander and Kitchen Director. As Kitchen Manager, Chief Cox was Promoted to Sergeant. Since then, Captain Cox has risen through the ranks at KCSO: being Promoted to Corporal 08/2012 while working as Disciplinary/Grievance Chairperson and Corrections Training Instructor in Training. Chief Cox Graduated the Knox County Sheriff’s Officer Regional Training Academy in 2003. Utilizing this experience allowed Chief Cox a great transition into her career with KCSO. Having served in her high school battalion and raising in rank to Battalion Commander, insured her familiarity with operational planning and decisions. Wilson Detention Facility and is currently serving as the Merit Council Corrections Representative.Ĭhief Debbie Cox began her career with the Knox County Sheriff’s Office in 2002. Chief Cox is a 2021 graduate of the National Jail Leadership Command Academy as well as completing the Facility Officer Compliance Development Basic Training in 2022.
